Yes, shortly after the NBA made their plans known for a 65 game minimum (back in April 2023).
Prior to that, it was always a de-facto informal rule...cause the NBA never had a minimum. The voters historically set it at 10 games missed.
Nothing historically about... It is usually because the play levels are similar and you win more by playing more games. If a hypothetical player play 65 regular season games a year and always guarantee 65 wins and the team loses the rest, most likely he will beat another player playing 82 games leading to 67 wins.
