What team is the most desperate and able and willing to overpay? Who is willing to take a step back?
The major issue with the upcoming offseason is that pretty much everyone is a buyer other than the Wizards, Blazers, and maybe the Jazz (who have publicly declared themselves to be buyers, lol) so the market is badly unbalanced. Is there a playoff team that is willing to take a step back if they get overpaid by like a billion picks in return for their star? Who is most willing to overpay for a star?

I don't think the market is unbalanced. The NBA has too much talent for anything other than 2-3 teams to truly tank.
I don't think any playoff team is willing to step back who has a star.

But the idea that no team is willing to take a step back is also super silly. The 76ers this year were very willing to take a stepback and traded Harden for picks to trade later (and the picks look way better now). I could easily see the Cavs trading Mitchell and Allen for picks they just hang on to as it's clear Mobley is three years away.

The only reason good players get traded for assets is if it was requested or the team is outright rebuilding. You'll see some starter level role players dealt to save money too sometimes.

There's several teams that would make sense to at least strongly consider rebuild type deals except that they don't control their own 1st round picks going forward (Atlanta, Phoenix, LAL, sort of LAC and MIL). Then there's the Warriors who want Curry to be a lifer and are willing to muddle through some semi-competitive years to get this (figuring that they won enough titles to justify this). Most other teams that at least made the play-ins are younger and don't have the need to rebuild (except Chicago but they don't have a star to trade anyways).
