Deni is nice but he's basically the same age as Garland and has never even approached what Garland has done. I assume you'll say no to that.
Avdija never has, and probably never will, put up the offensive numbers that Garland has done. Garland has never played the kind of defense that Avdija has shown. In a vacuum, I would say Garland is the more valuable. But add in their respective contracts, Garland's size and limited value off ball, and Avdija's ability to play 3 positions and yes, I'd say Avdija is more valuable unless you have a specific need for a Garland type.
Nor, in the Wizards' situation, would I give up the #2 for Garland, even if I had the bad contracts to load up for it. For a contending team that needs a point guard, sure. For the Wizards, no. Again, my point isn't that Garland is bad, it's that the Wizards are not a good trading partner for Cleveland if the Cavs are trying to move him.
