Houston made the correct decision at the time. Toxic Kyrie at the time wasn't going to be good for what Houston was building and FVV provided everything that they needed. 
Money is only money in this case and the FVV contract is fine. Houston is still building and developing  their young players to his contract is whatever. It's hasn't handicapped them. 
The Rockets owner takes criticism  all the time and even still when he pays a high dollar amount for a point guard that's won a champion.
 
I don't think you guys understand how terrible the Rockets owner is.
On top of that, he hired the worst GM in league and extended him just because he is cheaper than all the other GMs
 
Regardless of whether the Rockets owner is awful or not, you are still dead wrong about almost everything in your OP.
Both Kyrie’s and FVV’s deals were for 3 years
FVV is only guaranteed $82m. Kyrie is guaranteed his full $120m. Vanvleet’s deal is a team option (ie benefits the team). Kyrie’s deal has a player option (ie benefits the player). 
If you’re going to use words like incompetent and inept maybe you should make sure your own ducks are in order.  
And this doesn’t even touch on Kyrie’s damaged rep or the fact that Houston cannot just wave a magical wand and say “Kyrie, you are signing here” because it takes 2 parties to come to an agreement and we have no idea if Kyrie wanted to go to Houston. 
Bottom line: if you want to call someone incompetent it loses a lot of luster if you yourself are incompetent.
