He is probably unaware that he is mistakenly confused the word "floor" as he refers it as "floor for his peak". He is probably high or drunk right now.

He is basing it on RJ's high school and college resume and current stats on the raptors (22/6/4). Former rank #1 in high shool and led scoring in ACC college. He believes NY might have misused him.

RJ Barrett played one season of college basketball for Duke University (2018–2019), in which his 860 total points broke the single-season freshman scoring records for both the Blue Devils and the ACC. This standout season earned him a consensus First Team All-America selection, USA Today National Player of the Year honors, and the Jerry West Award as the nation’s best shooting guard. Darko has limited his bad habits, such as taking iso plays, pull-ups, and mid-range shots. I believe he will maintain his efficient scoring next season. He is probably not going to be all-star unless we are top in the East.
