This proposal builds on the O'Conner suggestion that Milwaukee is revisiting its defensive outlook and should consider Lopez to Toronto for Brown, with Lopez then routed elsewhere, along with Sacramento's rumored shopping of Huerter, Barnes & 13 for targets including Ingram, and New Orleans need for a centre. I assume that the Pelicans value Huerter (shooting, age, smaller contract) over Barnes. Effectively, it consists of 3 parts.
Part 1: Milwaukee sends Lopez to Toronto for Brown
Part 2: Sacramento sends Barnes, 13 and the 25 Sac 2nd to Toronto for Lopez and 19
Part 3: Sacramento sends Huerter, Lopez, 19, the 25 Por 2nd and the 28 Sac 1st to New Orleans for Ingram
When those 3 components are combined into a single trade it looks like this.
Milwaukee out - Lopez, cash
Milwaukee in - Brown, cash (via NOP)
Sacramento out - Huerter, Barnes, 13, 25 Sac 2nd, 25 Por 2nd, 28 Sac 1st
Sacramento in - Ingram, cash (via Mil)
New Orleans out - Ingram, cash
New Orleans in - Huerter, Lopez, 19, 25 Por 2nd, 28 Sac 1st,
Toronto out - Brown, 19
Toronto in - Barnes, 13, 25 Sac 2nd
Sacramento gets Ingram. With Monk back in the fold, it may be enough to allow them to seriously compete in the west. They may choose to dump Vezenkov/Duarte in a subsequent move to get under the tax. New Orleans gets a solid return for Ingram. Milwaukee is able to implement its new defensive outlook, while Toronto gets a good return for Brown and taking on Barnes 2nd year.

Seems terrible for Milwaukee.

So BroLo is better and more valuable than Brown. Why is Toronto getting the value the Bucks should be getting?

I think just break this down into 2 separate smaller trades.
Kings an pels
Bucks and raptors
Let them figure it out between themselves. This is overtly convoluted IMHO.

This starts from 2 primary assumptions. The 1st is that Milwaukee wants Brown. They can't take back more salary than they send out, and can't combine salaries. Toronto has leverage. This part is easily a first trade, Lopez for Brown straight up, with everything else as a 2nd trade. If Milwaukee doesn't want Brown that badly, then so be it. Toronto will look for value for Brown elsewhere.
The second primary assumption is that Sacramento wants Ingram, so maybe they send 45 or a future 2nd (Sac 28?) to the Bucks as part of the original trade. It shouldn't be a deal breaker for the KIngs. But Toronto needs to get value for Brown, and for taking on Barnes substantial 2nd year.

Re: Ingram to SAC, 4 teams
Okay then for me I think it falls apart with the notion that the Bucks want Brown so badly that they would give up a higher impact, more valuable player for free. Why wouldn't Toronto get cut out and the Bucks take Barnes plus incentive? They aren't going to charge a premium for taking on future money and Barnes fits more seamlessly.
Not sure why the Raptors are needed here. Again they aren't adding value to the deal, they are sucking it out.

The original can be broken down into 2 trades as follows. Kings and Pels/Bucks and Raptors doesn't get Lopez to NO, which is a key part of this (Pels want a centre). Sure, NO could just take Huerter and Barnes and picks from the Kings, and find another trade partner to get a centre, although I can't think of someone who'd send a quality centre for Barnes.
Trade 1
Milwaukee out - Lopez
Milwaukee in - Brown
Toronto out - Brown
Toronto in Lopez
Trade 2
Toronto out - Lopez, 19
Toronto in - Barnes, 13, 25 Sac 2nd
Sacramento out - Huerter, Barnes, 13, 25 Sac 2nd, 25 Por 2nd, 28 Sac 1st
Sacramento in - Ingram
New Orleans out - Ingram
New Orleans in - Huerter, Lopez, 19, 25 Por 2nd, 28 Sac 1st,

If Milwaukee is happy with Barnes plus ?? for Lopez, cool. They can cut Toronto right out of the deal. I'm just working off the O'Connor idea. He thinks Brown would be a great fit in Milwaukee. I tend to think he'd fit much better than Barnes. We can agree to disagree.

Of course.

I think for a team built around Giannis, I'd rather have more shooting than a guard sized player who works best out of the dunker's spot. Especially when he's cheaper when my payroll is already high and I would get assets back. Feels like a no-brainer for me to prefer that to Brown.
