When you got cap space and actually have stars that might attract another star you gotta take advantage of it because most NBA cities (Philly included) are not 'destination cities' for star players unless you already have stars there.
It’s not a sexy name, but Santi Aldama is a cheap PF that could/should be available. Grizzlies just drafted Edey to play C and have Jaren Jackson, GG Jackson, Brandon Clarke, Jake LaRavia, and Ziaire Williams also at F…not to mention Bane will probably play a lot of SF next to Ja and Smart.
A 6’11 guy that can shoot and is a decent athlete certainly wouldn’t hurt. I think he could give us a very useful 25 mins a night when we aren’t playing a smaller lineup with PG at PF.
It's been suggested on here that we could use KJ Martin to sign & trade for a large salary after other moves have been made. I had thought that would be largely fruitless because of apron limitations.
But now I think it may be possible to spend all our cap space, sign Drummond into the Room MLE, and then S&T Martin for a player making as much as about $18.5M. The team receiving Martin would have to pay Martin an exorbitant salary and would definitely be hard-capped at the first apron, so high-contract trade options may be severely limited.
I don't know all the rules intimately, so it's possible I've got something completely wrong that will undermine the idea. But here goes:
Step 1: Waive/Trade Reed
Spoiler:
This is necessary because I think Oubre will need to be signed into cap space to avoid the 1st apron hard cap.
Step 2: Sign PG, Oubre, and a $6M-ish player
Spoiler:
Used cap space would include:
Embiid - 51.4
PG - 49.2
Maxey (hold) - 13.0
Oubre - 8.0
??? - 6.0
McCain - 4.0
Martin (hold) - 2.1
Council - 1.9
4 Incomplete Roster Charges - 4.6
Total: 140.2 Cap: 140.6
Step 3: Sign Maxey, Drummond, Gordon, Bona, and other minimum contracts
Spoiler:
Maxey goes from $13M to $35.2M, an increase of $22.2M
Drummond's first year salary is about $4.9M, which goes into the room MLE. Because this is less than the tax MLE, it should not hard-cap us at the 1st apron.
Gordon's min counts as $2.1M toward the cap. Bona's would be $1.2M as a drafted rookie.
This puts us at 11 contracts. The minimum is 14, so add three $2.1M vet minimum contracts.
The incomplete roster charges no longer apply and should be removed from the previous total salary: 140.2 - 4.6 + 22.2 + 4.9 + 2.1 + 1.2 + 3*2.1 = 172.3
Step 4: Sign & trade Martin for up to $18.5M in salary
Spoiler:
Signing Martin to whatever salary is needed to match the incoming player replaces Martin's cap hold with the salary amount. Assuming you want to maximize this salary at about $18.5M, final team salary is: 172.3 - 2.1 + 18.5 = 188.7
This is just below the 2nd apron of 188.9.
This is pretty much the most extreme example and leaves the team with only 14 contracts and limited roster flexibility.
More likely, you'd want another minimum contract (could be a $1.2M rookie though) and perhaps a buffer. That would reduce the $18.5M player down to around $14-15M.
Obviously, this is an outlandish scenario. It may be hard to find an appropriate & willing trade partner. It could put us deep into the tax, pushing toward the 2nd apron. I don't know what the impact would be on future years.
Nonetheless, I'd like to see Morey pursue some version of this idea if feasible. The time is now to go all-in. Use every tool at your disposal.

you cannot sign and trade Martin for 18.5M due to Base Year Compensation rule

Plus the fact that no GM in their right mind will sign Martin for 18.5M.

How much can we give him then?
you can give him however much you want, but its only worth 50% in matching. ie if you give him 30M, its worth 15M as matching salary. So to avoid 1st apron you can only bring back 50% or less of his outgoing contract
The more I look at the market the more I like the variety of PF options for us to sign. I’d be pretty disappointed if we don’t end up with one of them.
PF & Melton are the only real questions left for me.
So there are still multiple ways these deals can be structured. I tend to think they will waive BBall, use their cap on George and Oubre, and then split the room exception on Drummond and Gordon. That would leave S&T KJ Martin as the last shoe to drop.
And then the last two vet min signings I would like to see are Covington and Saric.
It would be nice to finally have some good vibes around this team.

If BYC rules apply (I think they do) then we can only take in 50% of KJ's outgoing salary. So if we sign him to $20m we can take back $10m. That makes it tricky for the team getting KJM unless they have enough cap room to absorb him outright.

So yes this becomes difficult.
Yeah, I knew there was a chance something I didn't know would totally undermine it. Might still be technically possible to go pretty high (you can do Maxey & Drummond's salary afterwards to always stay under the 2nd apron, right?), but incredibly unlikely. Would definitely have to give up extra draft capital for a team to consider it.
