They are simply creating salary slots which is smart, even if those guys got overpaid a little. With the picks they have, this gives them more flexibility to make moves.

I also think its a sign that they didnt get much traction, or just weren't interested in other ufa's

All due respect to Woj, who somehow knows nothing about contracts, probably because he spends all day every day trying to cultivate snitches, but this does not describe a max contract, which would mean that Maxey would not get bumped up to the supermax with an All-NBA team selection that seems less far-fetched than it does for at least Barnes and maybe Cade as well. How did Maxey not end up with a max contract? Did he leave something on the table so the 6ers could get PG?

Right now they just have 7 players under contract. Reed@7, Drummond@5, Gordon@3, and Council at 1. Then you add the rookies. It will basically be those three and nothing else.

If they delay the official signings of Joe and Wiggins, they can still sign Hartenstein. I expect him to go back to the Knicks though.
