As currently written, I vote NO to both proposals.

Proposal 1
NO. Voting is based on rules as they’re currently written. So unless it’s amended (and I’m not even sure it can be amended this rule submission period, or if it would have to happen next year), considering the burden is placed on the rule proposer to submit their proposal as complete, for each submission period.

Proposal 2
NO.

mpharris36 wrote:Proposal one seems fine. Seems like the league has wanted a draft and stash player. I would however like to amend rule one a bit or at least have a discussion about it. It doesn't necessarily outline that the drafted player has to be an overseas player. So it can be any 2nd round pick you can stash.

My concern with this is if someone say drafts a 2nd round pick he is playing well but the team isn't good yet that player might just keep that player on his stash list until he's good or until the player breaks out so significantly where he can then he can basically just keep his contract frozen until the perfect time.

Exempt list contracts can be frozen but those guys arent in the NBA producing. In theory a player could be an all-star in real life and you could keep the draft and stash contract frozen until the perfect time (whether for tanking or roster cap purposes). I dont think that is realistic that a player could be good IRL and is still eligible to be put on the draft and stash list. Maybe put someone that a player can only stay on the draft and stash for not consecutive years or something like that?

If it's still a overseas player you can convert him to an exempt so that shouldn't be a concern. At least this prevents a team from hording a good player on there stash list for multiple years which seems unrealistic especially if he's good to keep his contract down.

My thoughts here were:

1. This is how international contracts work irl. I don't think it adds huge risk to include domestic players. You could get a big win but mostly a lot of dead slots.

2. If we had the option of adding two way roster slots I would not have proposed this. We're kind of at the mercy of how real teams deal with certain players. Irl if a player breaks out in the G League they can call them up. We can't. So why are we paying for it?

To expound, the situation you're describing basically happens already but in a dumb form. For Vanderbilt, THT, and Amari Bailey I drafted them, then traded them to another team who bought them out, then picked them up on a 1/4 contract because their teams were doing dumb ****. Irl, I'd have these guys on 2 ways but we can't do that. Why not keep them on ice given our constraints?

It just doesn't seem realistic for domestic players that are currently playing in the NBA to just be held on the stash list for say 3 or 4 years. And then you can just remove him and his contract starts at a low second round hold at a dirt cheap salary when the player is now a given as a big time player.

I would understand if it was for players not in the NBA. Just like real life if you draft and overseas player I would understand them not counting against your cap because they aren't in the NBA. My concern is if a player has an NBA contract and playing and producing in theory he could just stay on the stash list for years. No player would agree to that. And we have tried to make it as realistic as possible.

I do hear you on certain players after they are drafted then cut and the 2nd team gets the advantage but I also think teams are impatient with there rookies to begin with.

I wouldn't mind the rule if you couldn't put the same guy on there for consecutive years. That gives you at least an extra one year window to see there developememt which certainly increases the value of 2nds...but not exponentially where you can keep a player on there for 3-4 years then activate them at the right time.

1. Yes to proposal 1. I agree with mpharris. Stash for only 1 year.

2. Not sure who wrote proposal 2, but if the idea was to help people keep their stars, I think what I might consider if simplifying the idea. Maybe incremental raises for bird rights cap space over the next few years, or just a straight 13 - 15% increase, for all players.

Yeah, I think for proposal 1, while I'm fine with it as is, I would support an amendment that it can only be done for 1 year.
