I think, like others have said, rule #1 would be improved by adding some limits. Either a hard amount of years they're allowed to be "stashed" or like if the player plays X amount of IRL NBA minutes he can't be stashed the following year.

That being said, I'll vote YES on Rule 1 and if it seems too easy to take advantage of, we can amend it.

Ill vote NO on Rule 2.

#1- Yes, because I believe it will add more value to 2nd round picks.

#2- No. While having the increase would be nice which initially made me think yes, the argument about having more parity in the league is one that I have to agree with. This is why I try to stagger contracts be it through FA or trades. Just so I'm not stuck trying to potentially re-sign multiple highly-effective bird-right players in one summer.

Man I'm looking over the teams so far, and if there's ever been a season the East looks stronger than the West it's this one coming up. Job well done EC GMs!!

We still got y'all beat 5-2 on Championships though
