It's amazing that you're downplaying receiving a first round pick for an oft-injured Robert Williams, Portland's own pick.
Why? Because, according to you, it'll "probably" not convey as the Blazers would have to make the playoffs by 2029 for it to convey.
I say you have no idea. Portland has extremely talented players with huge upside on their roster, with three guys in Simons, Grant, and Ayton they will be dumping for assets.
Anything can happen with young talent that is developed and nurtured.

I'm fully aware of the protections. You seem to be okay purposely stymying the growth/progress of your youngsters.
If you were calling the shots and POR were staring at a ninth seed play-in in two years, you'd actively throw the games to get in the lottery.
I don't think that's good for culture. I'd prefer to push my young guys to shock the world.
You want that very talented and young Blazers team to play to get better but to ultimately lose.
If I were in charge, I'd want my pick back because now I have control. If my team stinks, the FRP, to your point, never conveys, but if they become a viable threat to make the playoffs (which I definitely think is possible in the next four years), I still get my pick.
With them getting their pick back they don't to stymy the growth of their young lions if they start clicking.
Without the pick back, at a certain point, you want the youngsters to fail, and that, to me, is counterintuitive to nurturing young talent and establishing a proper culture.
