Based on the year that Woolen had, yeah, it's odd.

Fwiw Witherspoon would've been the DROY had he played a full season.

Woolen is very good in coverage. He had the highest man coverage grade among all CB's according to PFF. But his tackling was a serious issue last season & it got him benched. For that reason alone, I'm surprised he made the list over Witherspoon.

Spoon is just a more complete player.
