Yeah, once the city agrees to pay for 90% of it, just like everything else the Magic do. They've been "building" that thing for years. Here's a shot of the amazing progress they've made:

I'm curious as to why a lot of these teams have practice facilities so far from the actual game arena. Wouldn't it be more convenient to just have it like in same complex/district?

That's how Kroenke operates. After the Emirates Stadium was built with no government/public subsidy, he tightened the team's pursestrings to the point that teams would ignore their low ball offers. Only recently has he become more flexible with Arsenal's transfer budget after the Rams, Nuggets, and Avalanche won titles.
