I don't think it was the Brazilian government that said it, but the team that owns of the stadium. Their biggest rival wears green, so they didn't want anyone wearing green at the stadium. It was more about rivalry than security, because most of the soccer fans, especially the ones who root in these "gangs", don't care about American football and don't have money to pay for these tickets.
I lived around 35 years in Brazil and never had problems there, but you have to act smart and do not show off (and we know that most of the NFL players will wear gold jewelry if they decide to hang out...). You cant walk at 2AM in the streets like I do in Europe, but to be fair, I couldn't do it when I lived in Orlando or San Francisco as well.
To sum up, they are playing safe because it would be a bad rep for NFL and Brazil, but I don't expect any problem at all before, during or after the game.
