I think guards often sleep on watch. Prisoners in cells isn't that interesting, but the cameras being out is suspicious. I don't know the specifics with that prison, if that happened a lot or if it was unusual. If the cameras being out was unusual, then there was probably something fishy. I think the only way to kill someone in prison is to pay off a guard. It's too hard to sneak an assassin inside.
