Raptors may have wanted to "steal" Dame if they could. But they were never going to give away core pieces, and were happy to be used as negotiation leverage with their Eastern Conference rivals the Heat and ultimately the Bucks.
In other words, Dame had as much chance of being traded to Toronto as Kawhi had of re-signing here, or Ohtani of signing with the Jays. All for the same reasons.
Lillard said he would not play in Toronto. For Lillard to say no, there had to be a trade in place for that to happen. Five minutes later he went to the Bucks. For likely the lesser offer.
