Hard cap. They literally cannot sign anyone. Gui is guaranteed so waiving someone is not an option, even stretch-waiving, if thats even an option, would not clear enough space
But more to the point, a guy like Payton gets waived because he's no real threat to score. If he's not a threat to score, and is a bad defender, then we're looking at another Chiozza or Wanamaker type with a slightly more recognizable name. If they want to upgrade at PG, make a real effort. We're not some bargin bin find away from a competent offense
