Only Detroit have cap space and a lot of teams would want to go down the Tax Apron 2.

Which teams will be active and which GMs have their jobs on the line?

Portland should be.

They won't, at least not as active as they should. Rob Williams will likely be the only move.

There are a lot of teams that still have their MLE to use. Not sure where to find that list.

Raptors Brown, Boucher, Olynyk, Mitchell and probably could be convinced to trade others like Poeltl, Barrett to a really good offer. Only Barnes, Dick, Agbaji and rookies are likely tough to pry away.

If I was the bulls I would do everything to ensure I keep my pick and that means trading your rotation guys and trying to get a 1st rounder this year.

But your core point is important: with teams able to use the MLE as exceptions in trade, any team that is under the tax line and has an unused exception can take on money.

Spotrac does have a good summary: NBA Team Tax Tracker. Half the league is under the tax line, with 9 of them with at least $9M in room under the tax line.
I'd expect it fairly easy for teams to dump $8-10M in salary because so many teams can take on extra saalry without jeopardizing their tax payout.

Unfortunately, to get details on each team (and what exceptions they still have available) you have to look at each teams cap summary on spotrac or equivalent.
In a no-win argument, the first poster to Let It Go will at least retain some peace of mind

The Bulls should be active with Zach LaVine being available (maybe Vucevic too).

Agreed. That said, I think Rob Williams is Thunder bound. I would put money on it. They have a need and have the players and picks to get a deal done.

A trusted Blazer insider on the RGM board has confirmed he's heard from multiple sources the Blazers have a standing deal on the table for Williams that will return a first round pick, so the Thunder really seems like the only logical destination when looking at pick stash, salaries and need.

I don't expect it to be a good FRP returned for him, but one thats heavily protected and likely ends up as 2nd rounders or just doesn't convey for anything if it doesn't meet the convey criteria within the timeframe.
