Here's the interesting thing about Franz - he's not been a great outside shooter either and, apart from FT%, his shooting percentages from distance are somewhat similar to Scottie. The main difference is that he shoots at the rim a lot more and gets fed at a higher rate instead of self-creating. I don't watch Orlando at all so maybe someone else can chime in about how what he actually improved this year - before getting hurt, anyway.
The main evidence of his improvement is that he’s able to scale up his volume to first option levels without sacrificing his efficiency.
Since Scottie has become a first option, he’s struggling to average 20 with a 54% TS, that’s really bad. Franz scaled up his volume and was able to maintain his TS% at 57%. That’s usually the biggest evidence of a player having all nba potential.
That’s all there is to becoming a perennial all star in the league, being able to maintain a decent TS% while scaling up everything, scoring, passing, usage, touches, etc. Franz was doing that before he got hurt.

If you asked to play big, he can do it easier.
Right now it's about expanding his game, of course there will be growing pains, but guys like Cade and Franz have had bigger roles on thier teams, year by year from year 1.
I think his 3 point shooting comfort has gotten better.
but the eye, and ankle injury hurt that. Him launching them shows that's he willing shooter, but it tanked his percentage. (it's more about later, than it is now)
So, when he does start hitting him, it'll open up the lanes.
The lack shooting around him was also intentional, to make things harder.
So Scottie's catching up.
Think of this season, as Scottie's rookie year.
His actual rookie year, is what people were probably expecting out of year 4 Barnes.
It's never been traditional with Scottie, and that's a good thing.
