I'd be perfectly fine if the Blazers won out playing the young core decent minutes. Play-in won't happen, but we should be able to beat the Wizards next game. Nuggets, Celtics, Cavs is a rough stretch that likely ends any play-in hopes. But it's not like the Kings, Mavericks, Suns, and Spurs are trying to win games. Decent chance that they would just gift us the play-in bid if it meant a higher draft pick.
But yes, the Raptors did intentionally tank the game.

Phoenix doesn't have it's first round pick so no advantage to tanking. Sacramento doesn't have it's first round pick unless it's in the top-12. They could tank and still not have a pick in June
Dallas will very likely tank. There's not much reason to bring AD back this season. Stranger things have happened with Dallas lately though
Blazers will likely win tonight, then go 2-7 or 1-8 over the next 9 games. 3-6 is possible but would be a stretch
