I'm not sure the Packers see it as a "need"

They return every pass rusher from last year's team that was a really good defense, and they might think LVN or Cox can take steps up next season. They may think of it as an area they can improve but one they don't have to force anything if they don't like their options. I think their actions speak to how they feel about the position

If the Packers don't see pass rush as a need they must believe LVN is gonna breakout and I just don't see it. Heck, even if he does we still need more pass rush.

There's 1 of 3 possibilities as I see it based on their actions so for this offseason

1: You laid it here in your post

2: They are worried about having enough cap space to resign Doubs/Watson/Walker/Tom next offseason and want to keep enough cap space (including roll over cap) to sign as many as possible so they don't feel great about spending that cap now on what remains on FA

3: They're keeping the powder dry for Cincy to lower their asking price to a 2nd rounder

I agree with all 3 scenario's you laid out above. The only thing I'd add is we did see the Packers be very aggressive in Banks & Hobbs so if they felt pass rush was a bigger need they could have signed one rather than the Banks or Hobbs signings and still kept their powder dry to sign their younger guys.

In theory this may be true but in reality for how big Dillon is, he’s soft and certainly doesn’t run or play like a 250lb RB that squats 700lbs.

Yeah, he was pretty bad in short yardage situations. Aaron Jones was much better.

Both were signed for big bucks, but it's easy to release them next offseason if it doesn't work out. Not sure if they could sign a good pass rush in the same conditions.

Let’s give Elijah Moore like 3/20m, he should be bargain at this point of free agency.

Id still like to sign Lockett to a 1 year $3mil.

Really should start looking at 2026 extension candidates and lock up some people, especially lineman.

Guessing he's a guy whose fighting for a backend WR spot in camp, similar style WR to Bo Melton so those two might be fighting for a single spot. Hardman's biggest impact might end up being as a return man

27 catches and 0 TDs playing with Mahomes the past 2 seasons?

Guess he is the return man, but expect nothing out of him as a WR.

It's a meh signing but always nice to have more options at return specialist position, if he makes the 53 man roster

I think we have to go pass rusher 1st round, WR 2nd round, and CB 3rd round, all 3 are still needs.

Good signing, but I believe it shows that we shouldn't expect anything big anymore.
