Watching NCAA basketball is like watching NBA in the Nineties. Grabbing, clutching, bumping. There's little freedom of movement, which is one reason (along with slower offensive decision making) why the game is played at such a slow pace. Accompanied, as you write, by periodic super-soft calls that should not be made, as with the two clean blocks by Florida's center that were somehow determined to be infractions. (OK, maybe the second could be called a foul, but absolutely not the first one.)
The bright side for offensively skilled players is that the NBA is faster and more open, giving them more chance to show their stuff. SGA scored 14 ppg in college, Tatum 17, Ant 19, etc.
