It is silly debate. You have 60 + rookies, most of them who even play, play on teams that play them to suck even more.

McCain lasted 23 games.
Edey had okey rookie year in regular season, in playoffs over 4 games he had plus minus of -58 ( one of worst in nba). Guy is 23. years old.
Ware was pretty much unplayable in first round ( 18,8 mpg, 4,4 ppg)
Quinn Post is 25 years old. Only on paper that's a "rookie".
Overall rookies don't help you win. Rookies fill roster spot and you hope they don't suck too much. On most upper level teams rookies simply don't play if injuries don't hinder roster.
On tanking teams rookies play for two reasons:
1) to improve
2) to help you suck
