You can lift your foot to jump off the other foot. As long as the ball isn't in you hand when the pivot foot comes back down, it's been legal as long as basketball has existed.

He switched his pivot foot outright for better leverage.

He did a step through from what I saw. He just passed instead of shooting it, but it's been legal forever.

That was not the same as what Hali did. He stopped dribbling with both feet. Established his right foot as the pivot. Got swarmed. Got out of the swarm by lifting up his pivot foot then passing off his left foot. The step-through is totally different:

"A progressing player who jumps off one foot on the first step may land with both feet simultaneously for the second step. In this situation, the player may not pivot with either foot and if one or both feet leave the floor the ball must be released before either returns to the floor."



In Hali's case, "In starting a dribble after (1) receiving the ball while standing still, or (2) coming to a legal stop, the ball must be out of the player’s hand before the pivot foot is raised off the floor.

I only called it a blatant travel because his right pivot foot left the floor while the ball was still in his hands. He then passed the ball from his left foot for better leverage.
