The guy has the athleticism of a Stoudemire but he's just never really developed his game offensively. There've been a lot of bigs like that. Chandler and Jordan come to mind.

People really don't understand that so much about the NBA is time and place. One player who looks mediocre on one team might be a completely different player in a different environment. The best coaches and GM's can identify who those guys would be on their teams.
