Clearly you've never worked in government. There are a million things that get delayed or squashed entirely for budget or political reasons and you'd be surprised how many of them end up staying that way for decades, even when the technology or demand is there to complete it.
Just because the technology exists doesn't mean it ends up implemented the way some envision it to. For example, as a species we have had the technology to build aqueducts/pipes to move freshwater over long distances for thousands of years now, and the ability to treat contaminated water for nearly as long, yet two billion people on Earth still don't have access to clean, safe drinking water after all that time. Does that mean that potable water systems are a hoax, or that our societal priorities simply lie elsewhere?
