Beal was willing to go to Miami, they said no. CBA didn't stop it. Heat did.

Leaving aside how credible Gambo is, and ignoring the reporting that says otherwise, that article is not a great help to you. It says Beal would agree to go to 3 teams who either can't trade for him, or would never agree to trade for him. That is no different to what I said in effect; that Beal could not functionally be traded due to his no trade clause.

Heat said no to the Suns package, butler gave up and agreed to go to GS

No, Beal told them he'd exercise his NTC and everyone realised a trade was impossible.

Beal would waive it for the Heat. Heat did not want him, so then he would use his NTC to avoid going anywhere else.

Even if that were true, if he won't waive it for any team who would want him then it amounts to the same thing; he's functionally untradeable, which is what actually stopped Butler getting what he wanted, not 'the Heat standing up to him'. There was a trade to send him to the Suns, with Beal going to the Bulls, but Beal nixed it.

In this instance, none of the 3 teams KD has on his list are going to be encumbered by a NTC, so that's likely where he goes.
