You can't attract stars if the team is bad no matter how many assets you have. Star players don't join teams that they have to save. If you don't have good players on your team you're not getting any stars. And with stars not named Dame having near total control of their potential destination this hypothetical star that you're drooling over isn't gonna see Miami devoid of any running mates and say "trade me there". So trading Herro for expirings and picks does nothing.
If you want an OG, Trey Murphy. Dejounte Murray level player you can trade Herro for expirings and picks. You can pry a player like that from a team with the assets you get back in a Herro trade. Those players can't control their destinations. If your goal is to acquire the best player on a title team you better provide teammates that they think they can make a run with.
