No it just means that at least 5 players will not be born in North America. Whether you have 0-3 North Americans is up to you

No it just means that at least 5 players will not be born in North America. Whether you have 0-3 North Americans is up to you

Just confirming because we normally apply that kind of restriction differently.

I haven't played many of these games, but this has always been how these games work in the games I have played and is what I understood the rules to be.
