Jokic wasn't wasn't the best player that year, Luka was better, and it's an award with no set criteria, it's a media narrative, and the media narrative against him was he didn't win enough, this was the claim repeatedly thrown around in the Hoop Collective, which also do the straw poll and generally set the tone for the award.
Luka was closer to not making 1st-team all-NBA than he was to reaching Jokic by pretty much every advanced stat in existence. If the Nuggets and Mavs had the same record, Luka would have still had zero case. His only “case” was that he held the ball too much and accumulated bulk stats as a result.
