Van Gundy made all of the executive decisions. He's said that Bower did the GM legwork during the season itself so that he could focus on coaching, but SVG was the final decision maker.

They WERE ripe for the picking, and Atlanta cleaned up. According to Vecenie, teams were hoping before the draft to benefit from the dumb trade(s) that Weaver and Dumars would inevitably make.
That said, Murphy is highly unlikely to be going anywhere for cheap.

None of the three are projected to be in the tax, and only Toppin -- who's a useful rotation player over there and is unlikely to be dumped -- would be of interest to the Pistons; neither Clarke nor Vanderbilt can shoot.
