By my math, Indiana would have exceeded the cap and had a top-10 team payroll IF Turner had accepted their offer. Indiana probably made the calculation that they didn't need to bid against themselves and go as high as Milwaukee eventually was able to, in order to retain him. If Milwaukee hadn't made the unprecedented decision to waive/stretch Lillard to create the cap-space to make the offer that they did for Miles service, he'd probably be back with Indiana for 3 more years.
