Running a private poker game isn't illegal. What got him in trouble is that, as the house, he was taking a cut of the bets. It's probably illegal because the government doesn't get their percentage of the business in taxes.

It's not a gray area, it's 100% illegal to run private games with rake. Having said that, these kinds of games with a rake run everywhere and it's rare for anyone to ever get booked. My guess is they must have made millions in rake to draw this type of attention to be worth pursuing and/or they had someone narc on them.

Put all those resources to use and go find every meth cooking house there is in the states. And go after every human trafficking lowlives, especially involving children. Etc.
