I don't think anything we do should be done with reference to a different team that is overspending. Like you already pointed out, you wouldn't want Poeltl on that contract, so the gulf is artificially inflated.
We all know we aren't spending much on C and we need to upgrade, so you're not going to find anyone that disagrees with that.
