A 20+ ppg starter making 27 mil per year would have had a press conference by now and introduced. The only other time I saw this long a delay was a free agent we acquired (can't recall who it was atm) and their deal had to wait to be signed for a few months while other deals were finalized first. That's not even the case here.
And as we get closer to when his deal is going to happen, trade chatter talks and speculation start up again.
As NBA reporter Jake Fischer noted, "The expectation persists, furthermore, that Boston will continue to invite trade discussion involving Anfernee Simons from now through next season's trade deadline on Feb. 5 at 3 p.m. ET."
With Tatum, Brown and White combining to make $145.7 million alone next season, however, it's hard to imagine the Celtics re-signing Simons for a deal that likely will be worth something in the range of $20-25 million per year. Adding more cost-controlled role players—or another star—might be a better allocation of resources.
It's just a matter of when the Celtics might pull the trigger on such a deal if they are indeed interested in a trade. Boston doesn't exactly have a ton of firepower behind Brown and White—they could carry Simons into the season, evaluate whether a playoff run seems likely and make a decision closer to February's trade deadline.
And if the keep him for the entire season, the Celtics wouldn't necessarily lose him for nothing in free agency, as they could always consider sign-and-trade deals. So there are a number of possibilities in play.

Simons is a role player on an expiring contract. Role players don't typically get a press conference when they get traded to a new team. Especially role players who only have a year left on their contract.
We extended Josh Richardson's contract right after we traded for him, yet he still didn't get a press conference until training camp. Cole Anthony hasn't got a press conference with the Bucks. Neither has Pat Connaughton with the Hornets, Finney-Smith with the Rockets, KCP with the Grizzlies, Jordan Poole with the Pelicans, Terrance Mann with the Nets, Josh Okogie with the Rockets, Nurkic with the Jazz, Sexton with the Hornets, etc.
Kevin Durant hasn't had a press conference with the Rockets yet.
There's obviously trade rumors involving Simons and a possibility that he gets traded. So it would be kind of silly to have a big press conference if there's a chance he gets traded 2 days later.
That doesn't mean he is definitely getting traded before camp - it just means he could be.
