We could do state of birth or country of birth for international players. It's a bit research heavy, but B/R has extensive lists for all NBA players by state/country of birth.

If we run an 8-round draft, we select 1 player per state/country. Seems like the obvious way to nerf California and some other big states/countries. The more players we allow per state/country, the less number of rounds.
