Well, thats kinda the point, we thought he would grow, he was all potential, but he still more potential than substance, he showed nothing new entire season.

Mitchell Robinson? He's had injuries the last few years and only played 17 & 31 games in the last two seasons. What if he has a healthy solid season? He could be the comeback player of the year.

If we look at the six actual winners when the award existed, four of them (Bernard King, Gus Williams, Paul Westphal, Adrian Dantley) came back from injuries. Michael Ray Richardson came back from drug use and Marques Johnson ("Raymond, that you!?") was the only one who had a down year and improved again.

So the voters focussed mostly on injuries, which I find kind of lame, although understandable.

Edit:
What about Markkanen? Had a down year by his standards, but maybe he's too good for a (fictional) award like that.

He's going to have a career year. The mid range is developed, he's a decent finisher, and he's playing with Ingram. Ingram is the best offensive player that Barnes has ever played with. If you swapped out Mobley with Barnes the Cavs could potentially even be better. Scottie is the reason the Raptors aren't bottom feeders and more in the middling/play in range. A lot of their offense comes from forcing turnovers and transition offense. Barnes leads the charge there.

I think Taylor Hendricks has a good argument for it if he stays healthy. Just being able to play again after his injury is a win.

You are right, but I guess his hype coming back. He was one of the most hyped up players few years ago and is not anymore.
