Usually not an exception with stuff like this. I’d expect Miami to waive Rozier in short order for that immediate $1.74m in non guaranteed savings, and also applying for full removal from the cap. I don’t know that they could get the removal done before the deadline, as it usually requires adjudication of any cases/resolution rather than charges, but could happen before the end of the season?

No, they should be able to void his contract. Remember the gambling happens when he was in charlotte, not miami. When Miami acquired him, they were under the impression that he was cleared. The NBA cleared him. Had they known the FBI stuff was coming they wouldn't have acquired him. They sunk a first round picking to him!

can they get DPE since he cant play?

Rozier was still under investigation this past summer.

No. He’s physically able to play. He’s only unable to play as part of the league disciplinary process.

He would count toward an eventual hardship exception to sign an extra player (but no salary exception) if Miami had enough players out?

I would assume that Miami waived him soon, though.

No, that's not how it happened.

The NBA investigated him in March of 2023 and cleared him. Miami acquired him. The FBI began investigating him in January of 2025.
