I don't think Rozier or Billups did anything malicious.
For Rozier's case it was under $15k usd bet on his unders during a game in which he came out early. What likely happened was someone on the inside found out he was injured and exploited that. I highly doubt Rozier directed anything for a measley (to him) low four figure amount.
Many times in women's tennis there has been millions bet on a side in fixed matches, well over 100x more than was bet here.
For Billups case, he was likely just a player in a raked, underground poker game, in which he did not profit off the rake.
There have been much much worse examples of athletes getting out of line, and these two don't fit that criteria.

i think a lot of people lose sight that silver doesn't call the shots, he works for the owners collectively and yeah it's their investment they want to see grow.

Yeah, just looking into it the Billups thing that is more money laundering than gambling. Seems closer what happened to Gilbert.
Rosier was insider trading for gamblers.

He himself (paraphasing) said he doesn't think of the NBA as a sports league and that's the problem. He needs to stop Americanizing the sport of basketball. Focus on the product.

Every major sport cozying up to gambling made these things inevitable. Not sure you can un ring this bell until the societal consequences get bad enough.

Silver needs to cut ties with the gambling companies asap.

I don't think that accepting sponsorship money from wagering companies makes the NBA more vulnerable to a player faking an injury to impact who wins or loses a bet.
Nor does it make it more or less likely that someone might share a fact or opinion about the status or availability of a player. Doesn't that fact sharing happen at every press conference?
Betting sponsorships notwithstanding, player/team integrity is a challenge for all sports leagues. That challenge is not increased or decreased by the presence or absence of betting sponsorships. Not as long as the betting opportunities are widely available, legalized or not. Forgoing betting sponsorships would only be a PR benefit, without mitigating any of the sport integrity issues involved.
