If the Brewers bring in McGuire I guess they don't think Quero is ready. Or they want him to get regular playing time on the farm. Or McGuire would be signed to a camp deal only.

Those would be the options

I’m not super up on the minors but I recall Quero losing a lot of arm strength last year coming back from the injury. So keeping him in the minors makes sense to me until he is ready.
