Clock doesn't start until someone actually has possession of the ball. Teams can make it to half court without the clock starting, giving them more time to set up a play, and if need be, less time remaining on the clock for the other team.

they still have have the full 24, and they werent going for the 2 for 1 if anything it would give the opposing team more time
