here are a few of my tips:

1) there are some books you can get that will give you the basics and incredibly technical stuff. they will explain some things to you
2) i basically just screwed around with some stuff and got the hang of it
3) i've been dating a professional photographer for almost 3 years. i'll ask her questions on how to do the more difficult stuff
4) find a few Photoshop tools you like and use them to their fullest potential. i personally avoid things like layer masks (not comfy enough with photoshop to use them) and stick to other things, like using multiple layers, playing with fill rates, opacities, hues and saturation, etc
