In today's NBA, I think the focus has changed from shot blocking defense to position defense. Drawing a charge is much easier, flopping is encouraged, and on the other side... many clean blocks are called fouls.
The course of NBA officiating has opened up penetration, but to compensate for defensive strategy, they have created a position to defend around the basket (outside the defensive arc) where if you gain position vs the penetrating player, you are going to get the charge call.
watching the game tonight...

Definitely.
Sure he smoked pot and got busted for it, but remember Torey Ellis? Remember Ronnie Brewer's pillow fort in Portland? Remember AK's b*tching and moaning? Jazz brass are forgiving.
Andersen apparently from what I've read has been keeping in great shape and wants to get back into the league ASAP. Sure he's have to get his timing down and get into game shape and get his feel for hte game back, but he's an energy guy who blocks shots, and can actually get more than 2 inches of elevation off the ground. That right there is enough to play him over Collins.

The same reason the Grizzlies traded Gasol, a potential all-star for Laker garbage.
Like I said, are we gutting our team here? Are we bringing in a guy that has huge contract and is currently disgruntled in his present location? That makes no sense whatsoever...
Trust me. Nobody who has anybody decent will be getting rid of them for Collins or Hart anytime soon. Trust me....
