Yup. Ron pretty much hasn't shown to have much of a temper at all in a Sacramento uniform. Now instead of lashing out at people he just yells weird s**t.

Kenyon Martin, Rasheed, Baron Davis, S. Jackson, Tinsley, Steve Francis, Nate Robinson, Rip Hamilton, Shareef (before this season), Kenny Thomas, JR Smith, Allen Iverson, Chandler, Josh Howard, Antonie Walker. Are guys who come to mind who are known for losing their temper, over-complaining. Danny Fortson also, before he retired/faded away.
Shareef, I've only seen him as a King, but it's surprising he gets so many technicals, because he has an average, more quiet mentality as a player and person. Kenny Thomas as well.

Yeah. Ron hasn't got many technical fouls as a King. Has 4-5 this season, but I think only two of them were warranted. Not including the two at the Utah game, because that was just physical basketball. Nothing serious was going on there. Ironically though, he didn't get any technicals for the howling he did like 3 times in that game. That was the first time in years, or maybe ever, he's shown a lot of emotion in the way he did at that Utah game. Before this season as a King though, I think he only got one or two, maybe none.
Definitely several guys more than Artest who are relevant to losing their temper with significance and consistency, in recent years, and over their careers. Rather than just minor over the course of the last 4 years, and what went on in Indiana.
Specifically, the technical fouls haven't been nearly consistent and significant enough through out Artest's career. Compared to numerous others, in that area. This is the most techs he's gotten since 02-03, and the other seasons before this season, he's not even listed in the top 45/50. Two seasons before 02-03, he's on the bottom or not there.
