Getting a more established PG who knows how to run an NBA team might really propel this team next year. That said it doesn't have to be someone who is too old to fit our team, just someone who isn't coming right out of college. Devin Harris, Kirk Hinrich, Ben Gordon, maybe Monta Ellis or even TJ Ford, all these guys might be available for various reasons and using our assets we have a pretty good shot in my mind.
Thats the big question...
I'd LOVE to grab Ellis. Dude is a scoring machine. Unfortunately, I can't imagine any way that the Warriors let him go.
Ford might be available, especially if the Raptors can resign Calderon. I've always liked Ford, but he's too big of a risk imo. One wrong hit, and he's retired.
Regardless of what happens with the Kidd deal, I think Harris is now off the table for Portland. If the Kidd deal goes through, NJ is going to make Harris a cornerstone of their rebuilding effort along with Jefferson. If the Kidd deal dies, then the Mavs won't want to move Harris. Unless Portland can still get involved in that deal, Harris is likely out of the question.
Both Bulls guards could be options for Portland. Both will be expensive and both have their drawbacks to a certain extent, but they both could be pretty good fits alongside Roy.
Another interesting option could be Maurice Williams. The Bucks have a lot of high priced players and they aren't resulting in wins. If they decide to rebuild, we could probably get Williams if we also take on someone like Gadzuric. The Bucks would get some cap space and could a cheaper replacement PG via their own pick.

Just saw Billy said the same thing. So i agree with Billy.
I dont know what player we could get that would be worth it though. I figure we gotta either find a way to get a high pick or package our pick with Miles and sweeteners for a guy who expires in 09 to get waaaay under the cap to entice a top prospect and maybe even a nice 2nd tier guy to go with him. Hell, maybe even just a guy who can rebound. If we can get into the high lotto though, the cap space plan can (and will almost certainly have to be scrapped). If we cant get into the high lotto, we should try to open up that cap space as much as reasonably possible.

If KP could this type of deal done they would be getting a steal of a PG there. Portland is a team filled with a bunch of finishers but they don't have anyone outside of Roy who is enough of a play maker. Heck Sergio is the 2nd in that category.
Williams would be a big upgrade at the PG spot, he is a great outside shooter so he would fit right in with the blazers 3 point shooting approach.

Honestly I see at least one of the combo guards being available between 8-11. I don't think we need to get into the top 5 to land the type of player we want. If we end up at pick 13 that plus Jack and or Frye and our VERY high 2nd rounders should be enough to pick up whichever player falls to us.
From Portland to Reno to Vegas to LA to SLC and on to HotLanta. Winning at life. Too Blessed to be Stressed

What about the Grizzlies? They tanked worse than the Celtics, the Celtics just got a bit more press since they're a more well known team.
We didn't tank last season and ended up with Oden, so I firmly hold to the belief that you play as hard as you can and let the chips fall where they may. The Blazers are going to have the brightest future of any team in the NBA regardless of where we're picking this summer.
