I can really only think of two great talent scouting teams in the NBA right now.
The Spurs are one of the best scouting teams in the league. Manu Ginobilli, Tony Parker, Oberto, Bowen, and even Scola and most recently Splitter. All of them were found by the Spurs, and all are quality players and in the case of Parker and Manu, All-Star calibre.

The Raptors. Even before the "Colangelo Era" the Raptors has been the starting place for many of the current NBA elite. Billups, McGrady, Vince, Camby, and picks like Villanueva, Calderon and Bosh [who many had problems with] turned out great [Charlie would be traded for TJ, so its all good]. When the "Euro Influx" began, jems like Garbo [who the Raps miss terribly, get will big fella'] Anthony Parker [who played in Europe for most of his career], and Bargnani we brought in and instant success followed. Even unseen talent like Jamario Moon was picked up and turned into a solid roleplayer.
Call the Raptors what ever you want, but it was through great scouting that made a lottery team into a 50 win team.
There are quite a few other good scouting teams out there like the Suns [Barbosa], Dallas [Josh Howard], Portland [The young talent that they have] and so on, but as far as I know, few teams have really found a good size of jems/stars like the Spurs and Raptors.
