There are no rules. If a nation is willing to give a player a citizenship, then he is eligible to play for that country.

The only restriction is the one, that you can only play for one country. So if a player has played a game for one country, he cannot play for another country even if he obtains the respective countries citizenship.

Germany's citizenship laws are simple. You are of German descent and you have access to German citizenship. Kaman obviously is of German descent.

Its up to him where he wants to play.
