Changing the Allocation of Draft Picks

A factor in the talent disparity between East and West is the "playoff penalty," where teams that make the playoffs are removed from the draft lottery. There are going to be a fair number of good Western Conference teams picking in the late lottery, in front of a fair number of bad Eastern Conference teams that made the playoffs.

Is there some reason that participants in the lottery aren't determined by record? Put the bottom ten teams in there, and be done with it.

They could include playoff wins and losses in a team's overall record, like the NFL does.

Well, if you make qualifying for the lottery solely based on record - you'll have some EC teams double-dipping with lottery picks and playoff berths, and some WC teams getting neither. In a way, it would reward incompetent GMing in the East and penalizes mid-tier GMing in the West.

Well, you could, theoretically, barely squeak into the playoffs, win the championship and ALSO win the draft lottery as one of the teams with the worst 14 records!

Are you serious? So not only do teams like Denver, Portland or Sacramento miss the play-offs because they're in such a tough conference while teams like Philadelphia make it, but they should get a lower pick too?

What kind of messed up system is that anyway?
If you wat that to happen then Philly, NJ etc. should give their play-off spots to the more deserving Western teams.

The Lottery % should be changed , bad and obviosly tanking teams got way to high chances for great pick .

Yea the 14 teams at the bottom of the league should all just have an equal shot at picks 1-14 instead of weighting certain teams heavier and all that garbage. The rest of the teams should go by record. Gets the job done and keeps people from tanking.

Teams would just tank for the 1st pick or a as best a pick as they could get. Why would you reward that? Although the current system has some flaws, its definitely better than going by record.

The problem with that is teams like Denver getting the number 1 pick. A team with 50 wins should not have the same opportunity as a team with 15 wins of getting the number 1 pick.

Then fix the playoff system. Once that's done, no one complains about draft order or undeserving teams getting a playoff berth.

god i hope people aren't this stupid all the time. it's called the lottery because u didn't make the playoffs and getting a chance next year to make the playoffs with a high draft pick. teams who make the playoffs don't get a chance at the lottery. they take the 14 teams that don't make it and seeds them according to record.

so no u can't win both championships and number 1 draft pick in the same year.

That would be hilarious, to watch a team like Philly get win the NBA Finals and get the #1 pick!

There could easily be rules fixes to some of the issues people have with the system here -- retain the lottery for the bottom ten teams, allocate 1-5 to the bottom five teams through lottery, 6-10 to the next five through lottery, the 11-30 based on regular season record.

There could easily be cases where playoff teams in the East both got into the playoffs and were in the lottery, at least for the 6-10 picks. That is the benefit of the changes, not their drawback.

As is, you've got better teams in the West getting better picks than the lesser playoff teams in the East, magnifying the talent disparity between the two conferences. Th worst teams in the West get the best picks, the worst teams in the East get mid-lottery picks, and the good, but not playoff teams in the West get the rest of the lottery picks. That's a recipe for a continuing lack of parity between the conferences.
