Lets say Minny gets the #2 pick and picks Rose because MB is gone.
Would you deal Foye for #13, 2nd round pick, and a filler (Channing/Jarret/Sergio,etc)

Blazers certainly wouldn't touch this deal. Przybilla is going to continue to be a valuable player for the Blazers, even with Oden coming back next year. And you're correct that Portland won't be willing to let go of Fernandez.
Here's a counter offer that'll likely be rejected...

Portland gets Foye, but also gets stuck holding the bill by having to take on the Wolves worst 2 contracts.
Timberwolves take Rose to be their PG of the future, get another lottery pick and dump some ugly salary.
To be completely honest, I don't see either team being all that interested in making a deal. For one, I doubt Portland would be willing to take on that much salary for Foye after the year hes had battling injuries. Also, I think the Wolves would rather just keep their bad contracts and keep Foye to see how he plays next to Rose.

I'm biased, but just from the videos, I like Fernandez over many of the upcoming draft prospects. A lot of Portland fans value him highly and as a part of the core group of guys with Oden,Roy,Travis,LMA.
I haven't seen much of Foye this year, but I see he has shown some promise, but I think #13 and a prospect like Rudy is out of the question imo.
I would really rather draft Westbrook at 13, but like the title says, it is an idea. If Westbrook couldn't be attained, I thought Foye would work well with Brandon. #13 and Jarrett/Channing seems fair to me but maybe I am underestimating Foye. I would throw in Joel Freeland a fomrer 1st round pick developing over in Europe, but that's about it.

If it looks like Fernandez is going to stay overseas for another season or two, then I'd consider it. But then again, I'm not Kevin Pritchard, and with the way he talks about Fernandez, I seriously doubt he'd move him for Foye.
Although, Portland would have to add in some sort of salary to this deal as Fernandez isn't signed to any kind of a contract, the Blazers just hold his rights. At that point, it makes things quite a bit more lopsided.
Buckner is only guarenteed this year and next. He is not a bad contract next year, he's an EXPIRING contract.
Madsen could replace Buckner.
Not that it really matters. As again, I really don't see either side doing a deal like this. I don't think the Blazers value Foye high enough to accept the Wolves price and I think the Wolves would want to see how a Rose and Foye backcourt works (which could be good pretty good, albeit a undersized a la Chicago's Hinrich and Gordon duo) before deciding one has to go. And who knows, maybe a Center emerges during March Madness that could challenge for the #2 pick? Unlikely, but you never know....

Well Jack + Lafrentz almost netted us Kidd, So Jack + 13 would be about right

No, Fernandez was never in the Harris rumors.
The Harris rumors went through a number of different variations. Outlaw + Jack + Frye was one of them, then there was a rumor that had those 3 players AND Portland's Pick for Harris and Bass. There was also reportedly a version with Sergio involved, but they never said exactly what was supposed to be in that package. Regardless of the rumor, it clearly wasn't that close to happening as nothing came of it.
