Question for Chuck Diesel/others (European basketball)

Figured there would be some good people on this board with good connections/information on this subject.

So my brother has gotten a few offers to play ball in Europe after school is done. From what I understand (brief conversation with him tonight actually) is that he would need to raise his own travel funds for a two week voyage over there (currently, the one he is strongly considering is in Italy) of $3500. The money cannot come from alumni or the school itself per NCAA rules, just to protect the integrity of the university. I was wondering a couple things, as I'm trying to help him out:

1. Are there any things he can apply for for financial aid to help him with this cost (similar to financial aid for tuition)?
2. Are there any other secrets/information he should know before leaving?

I'm thinking about helping him out with a portion of the cost, because he really wants to explore the opportunity before really settling in on a career.

Any info greatly appreciated. Thanks.

Can you say which division/country he is looking at?

Has he considered playing in Australia? I know zilch about your brother, but if he is decent enough there is a tier of league below our primary league that also pays for imports (not a great deal at that level)...
